The Minister of State for Animal Husbandry, Dr Bright Rwamirama, accompanied by Senior Planner, Agriculture-Animal Husbandry, Dr Israel Mugezi, on Thursday launched five key institutional documents, including the Agency Client Charter, Service Delivery Standards, National Animal Breeding Strategy and Action Plan, Five-Year Strategic and Investment Plan, and Communication and Knowledge Management Strategy.

The Minister called upon the staff of the National Animal Genetic Resources Centre and Data Bank (NAGRC-DB), a semi-autonomous body under the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) established by the Animal Breeding Act of 2001, to fully implement the standards, strategies and commitments contained in them.

Dr Rwamirama emphasised that the success of these documents will be measured by their implementation and the effective outcomes they deliver. He urged staff to ensure that the documents translate into improved service delivery, accountability and tangible benefits for farmers and other stakeholders.

Dr Mugezi emphasised building a competitive, sustainable animal industry through promoting climate-resilient, high-yielding and affordable genetics that are key in sustaining Uganda’s export base for high-quality products such as milk powder, which is in line with the value addition agenda under the Agro-Industrialisation programme in the Fourth National Development Plan (NDPIV).

The launch marks an important step towards strengthening institutional performance, advancing coordinated animal breeding, improving service delivery, and enhancing communication and knowledge management at NAGRC-DB.
